on both sides
to toggle source,
from deck 1 to 3 and 2 to 4
on vdj four deck skins.

You can not use four decks on the Air unit, not even when using the a "shift" button.
Actually, it is possible to control 4 decks (or more) with any type of controlers in Virtual DJ if you have , as you mentionned, the appropriate skin and configure the software accordingly, namely the controller mapper.
To that end, I would recommand getting acquainted with the VDJScript, the programming language used to configure VDJ:

As this can be a little daunting, If you need more precise information about programming, I would refer you to VDJ'S own forum as you'll find more users there likely to know about indepth features of the software.
