i want to be able to play a track in deck a and at the switch of a button, have the eq in deck b change from being deck b eq to deck a fxs controller
is that possible? if so, how do i do it?

It is possible, much like using the shift function on a keyboard for caps.
It's been a while since I've used version 3, so details are cloudy, but basically, you can have 4 layers or mapping (A to D), which can be selected in the configuration interface.
Let's say layer A is your main layer. In this mapping you will need to assign a button which, when pressed, will "enable" layer B where you will map your alternate commands.
Your best bet is to look at the manual and study some of the mappings that were included with Traktor for supported devices.
